Gary D. Silver focuses his practice on:

  • corporate, business and financial transactions
  • residential and commercial real estate (including real estate development)
  • planning, zoning and municipal law
  • litigation, and
  • wills, trusts and estates

Gary is a graduate of Brandeis University (B.A. 1981) and Hofstra University School of Law (J.D. with Distinction 1984).  He was admitted to the New York State Bar in 1984 and is admitted to practice before the United States District Court for the Southern, Eastern and Northern Districts of New York and the United States Court of Appeals for the Second Circuit.  He is a member of the New York State and Sullivan County Bar Associations and is a past Director of the Sullivan County Bar Association.

Gary began his legal career in 1984 as the Confidential Law Clerk to the Hon. Robert C. Williams, Supreme Court Justice in Sullivan County, New York.  In 1988, he joined the general practice law firm Goldstein & Stoloff in Monticello, New York, as an Associate.  In 1995, he was made a Partner of that firm, and it was renamed Stoloff and Silver, LLP.  In October 2016, longtime friends Gary, Jacob R. Billig and Joseph P. Loughlin formed Billig Loughlin & Silver, LLP.

Gary is also the Attorney for the Village of Liberty (representing the Village Board of Trustees, Village Planning Board and Village Zoning Board of Appeals), a Director of the Sullivan County Partnership for Economic Development, a Director and the Vice President for Legal and Governmental Affairs of Operation Endeavor, Inc. (a not-for-profit humanitarian organization), a Past President of the Liberty Rotary Club (2016-2017), the Past-President of the Liberty Rotary Club, (2016-2017), a member of the Rotary District 7210 District Grant Committee, and Assistant Governor Assistant for Rotary District 7210 (2018-2019 and 2019-2020).

When he is not working at the office, Gary is engaged in numerous humanitarian efforts:

In connection with both the Liberty Rotary Club and Operation Endeavor, Inc., Gary performs relief work in Haiti, including (a) participating in several free medical clinics in Cap Haitien, Les Cayes and Ile a Vache, Haiti, (b) assisting in the training of local students and citizens to respond to medical emergencies in their communities in Les Cayes and Cap Haitien, Haiti, and (c) writing the grant for and being intrinsically involved in a project which has provided more than 1,000 water filtration systems to more than 1,000 families in Cap Haitian, Haiti.

In 2018, Gary went to Puerto Rico on two occasions (after Hurricanes Harvey and Maria) and to North Carolina on one occasion (after Hurricane Florence) with the Liberty Rotary Club and Operation Endeavor to provide hurricane relief to those affected by the hurricanes which devastated those areas.  He also helped raise and collect supplies needed by the victims in Texas of Hurricane Harvey in 2017.

In April 2018 Gary (together with his wife Diane) went to Vietnam with S.T.E.P. (Schools to End Poverty), which has built schools, supported orphanages and fights against human trafficking in Vietnam.

Gary was featured in Men at Work in the Sullivan County Democrat in March of 2016, received the Sullivan County Partnership for Economic Development Distinguished Service Award in 2017, was the recipient of the Community Service Award from NOAH NY in 2018 for his work in Haiti, and was honored by the Sullivan County Democratic Committee in 2019 for his humanitarian work.

Gary and his wife, Diane, have been married since 1984.  They have two daughters, Michelle (who is married to Bradley) and Alexandra. Gary is also the proud grandfather of his grandson, Julian.
